The City of Lee’s Summit Arts and Culture is partnering with AT&T to commission a visual artist or artist team, to design a digital mural that will be printed on one large exterior vinyl banner for public view. The mural installation will be visible to traffic on 3rd Street and to guests visiting Green Street in Downtown Lee’s Summit. This will be a highly photographic area due to the project’s size and location. The selected artist will be responsible for producing all images. Project Description

This will be a highly photographic area due to the project’s size and location. The selected artist will be responsible for producing all images. The printing and installation of digital design will be the responsibility of Lee’s Summit Arts and Culture Division and AT&T. Artists must create one digital design to be printed but are welcome to create more than one concept if chosen. This project is expected to be a long-term temporary work with a display period of 3-5 years; the length of the display period will be determined by AT&T.

Project Theme
AT&T has recently celebrated its 150th anniversary of connecting people and is looking forward to connecting more communities. This year the work has begun to launch AT&T hyper-fast fiber across Lee’s Summit, by 2028, 93% of the community will have access to improved networks and faster connections. This mural will be a visual representation of AT&Ts purpose of “Connecting Changes Everything” and the importance of connecting communities.

The artwork will be placed on the AT&T building located at 202 SE 3rd St, Lee’s Summit, MO 64063. This building will be going under renovations to its south façade glass and concrete, to match the surrounding downtown areas.
Mural requirements:
- The text “Connecting Changes Everything” must be presented within the design, and follow AT&T’s branding guidelines
- AT&T Blue is the brand color and should be a color of prominence
- Curvature is a key element and reflects the brand, therefore should be incorporated within the design
Total Artist Stipend - $3,000
The selected artist will receive an all-inclusive commission fee of $3,000 following the submission of final images to the printer. AT&T will be responsible for installing the final digital design.
Selection Process
Round 1: Call for Artists and Panel Review
The City of Lee’s Summit Arts and Culture, in conjunction with the AT&T, will convene a selection panel to evaluate eligible submissions. Selection panels are comprised of area project stakeholders and community members. The Selection Panel will review proposals and qualifications and will select up to three artist or artist teams as finalists.
Round 2: Final Design Selection.
The finalists will meet with the project team and selection panel to discuss the project scope. Finalists will present any conceptual renderings of the mural or discuss with the committee how they will work to create a final concept. Finalists would be paid $300 for their concept creation. The panel will meet to deliberate and select the winning proposal. All contracts will be with AT&T and are subject to approval by AT&T.

Round 1: Request for Qualifications Submission Materials

Submissions received after this deadline will not be considered. Lee’s Summit Arts and Culture reserves the right to conduct on-site or telephone interviews to clarify submission materials as needed. The Selection Panel will use the following evaluation criteria to select an artist or artist team:
Eligibility Criteria
This public art opportunity is open to professional visual artists and artist teams residing in the United States and at least 18 years of age. We are seeking experienced public artists and artist teams with backgrounds with a variety of mediums. Applicants should have experience executing ideas from concept to completion and meeting a specified budget and timeline. Previous experience working in the public realm and with a public agency is preferred. Experience involving community members in the visioning and creation of artwork is also preferred. Finalists must be able to attend a virtual interview and presentation of design. All current City of Lee’s Summit, Missouri employees, are ineligible to apply.
