The Cultural Council for Palm Beach County (CCPBC) requests qualifications from professional artists to create an original artwork to celebrate and commemorate the 2027 MOSAIC Celebration in The Palm Beaches. MOSAIC occurs annually each May to promote cultural tourism to Palm Beach County, Florida’s Cultural Capital®. It is an acronym for Month of Shows, Art, Ideas and Culture. The 2027 celebration marks the 10th iteration of MOSAIC!
The artist who is chosen to create the original artwork will be asked to work with the Cultural Council’s advertising agency and its internal marketing team, and will enjoy the benefits of being named and included in the MOSAIC promotional campaign (which runs from April to May 2027).
The selected artist will be paid $5,000 for this piece and will grant the Cultural Council the full license to use the image in marketing and promotion.
PROJECT OPPORTUNITY

This call will consist of two parts:
1. a call for qualifications,
2. followed by a selection of up to three finalists who will develop concept proposals for the artwork.
The selected artist will be paid $5,000 for this piece and will grant the Cultural Council the full license to use the image in marketing and promotion.
PROJECT GOALS
The original artwork will be reproduced as a commemorative poster.
The artwork will also be adapted by the Cultural Council and its advertising agency to create a promotional campaign that will include print and digital advertising, videos and commercials, web pages, brochures, large format signage (billboards, car wraps), and other marketing materials.
In order for the artwork to be adapted for the promotional campaign, the artwork must:
· Be developed within Adobe Photoshop, Adobe Illustrator, and/or Procreate
· Be a minimum size of 36”x 24” at a minimum resolution of 300 dpi

Also, the Cultural Council is quite interested in exploring the idea of a distinct character or mascot that audiences can easily identify and relate to (i.e. Olympic Games Mascot, 2026 MOSAIC artwork featuring “Le Chat” by George Bayer). The character/mascot would evoke a persona and be universally relatable to all cultural audiences.
*Each element included in the final artwork should be provided as a complete image. Even if part of an element is cropped or hidden in the final artwork, we’ll need the full version to adapt and reposition it within the promotional campaign.

ELIGIBILITY
Open to professional visual artists aged 18 and over who reside in Palm Beach County, Florida.
QUALIFICATION APPLICATION
All interested artists must submit their qualifications by uploading their application to the Call to Artists on Café. There are no exceptions.

Applications must contain all the following materials:
1. Professional Resumé: Resumé or CV (limited to 2 pages)
2. Statement of Interest (max. 500 words): Statements should address the artist’s interest in this specific commission and provide context to their conceptual and aesthetic approach, highlighting prior artworks, projects, or commissions.
3. Documentation of Past Projects: A minimum of five (5) images and maximum of seven (7) images of work completed within the past five years are required. Image specifications: JPG, PNG, 300dpi, 5MB max.
4. Image Information: Title of work, year completed, medium, dimensions. No composite images.
SELECTION PROCESS
Artists will be selected through the following process:
1. Qualification Review. Cultural Council staff will preview submissions for completeness and compliance with qualification requirements. Staff may reject incomplete applications or non-qualified or non-responsive submissions.
2. Selection. A selection panel consisting of staff representatives from the Cultural Council and its advertising agency will review artists’ qualifications. Up to three (3) artists will be selected and notified as finalists for the call.
3. Concept Creation. The finalists may be asked to create a concept for the original artwork responding to the thematic requirements. If the concept creation is requested, the finalists will each be paid a stipend of $500 to develop their concept proposal. Each artist will present their concept to the selection committee.
4. Final Artwork. The committee will then reconvene and select the final artist to create an original artwork. The selected artist will be paid a $5,000 commission for their work. The artist will be required to work with the Council’s advertising agency to make tweaks to suit the promotional campaign; this work is considered part of the commission fee. The artist and original artwork will be prominently featured on MOSAICPBC.com and will be offered other opportunities for publicity (i.e. TV or radio interviews, social media posts, etc.)
OVERVIEW OF COMMISSIONED ARTIST RESPONSIBILITIES
· Develop and refine artistic concepts and design with Cultural Council staff and its advertising agency
· Develop final concepts, presentation materials, and other visual and written items by deadline.
· Deliver completed artwork to the CCPBC by deadline.
· Provide a headshot (or sit for a photographic portrait) and an artist bio.
· Attend a concept proposal presentation and at least one MOSAIC event in April or May 2027. (Artist may also be invited to other key events leading up to or around the MOSAIC celebration).
· Participate as a featured artist at the Cultural Council’s HQ during Palm Beach County Open Studios (May 1-2, 2027).
· Agree to releasing the artwork to CCPBC for reproduction as a commemorative poster and other promotional materials. The artwork will become property of the Tourist Development Council/Cultural Council for Palm Beach County.

CCPBC reserves the right to decline all applications submitted in response to this Call to Artists, to terminate the selection proceedings, or to combine, eliminate, or otherwise amend the commission opportunity at any time. Artists identified through this process are not guaranteed a commission or the opportunity to develop a proposal. The release of this Call to Artists in no way binds CCPBC to the commissioning of any artist or artwork.
