The Northwest Community Park Public Art Project
Northwest Community Park is located at 14350 Teel Pkwy, Frisco, TX 75034 in Frisco, TX. PGA of America Headquarters is directly north of the park. Billy Gene Phillips Elementary School and Sue Wilson Stafford Middle School are across the street to west.

Acres of restored and enhanced Blackland Prairie are a refuge for wildlife and an immersive retreat for visitors. Miles of trails for hikers, runners, and cyclists weave through the site, connecting playgrounds, splash pads, plazas, and gardens. Richly integrated interpretive and educational features inspire and inform the park’s visitors about the rare and rapidly disappearing Blackland Prairie, the foundation and centerpiece of the 120-acre site.

The artist chosen for this project will be commissioned to create public art in two parts: a large iconic artwork in the Welcome Plaza or Discovery Garden areas, and a smaller, related artwork in the Prairie area of the park that encourages exploration.

The artist will be commissioned to create public art that supports the efforts to conserve the natural areas that make the site so unique. The artist will have access to the City’s Natural Resources Division staff to discuss potential nature and wildlife related themes.

The attached site plan provides potential locations and insights into the park layout and amenities.

Public Art Goals
The public art at the Northwest Community Park should:

• Represent the site as described above.
• Be safe and hazard-free. The artist must consult with the project designers and a Texas-licensed engineer. A building permit will be required.
• Be made of low-maintenance, durable materials that are resistant to vandalism. All materials must be approved by City of Frisco staff.
• Be installed by Fall 2026.

Display of art as part of the Frisco Public Art Program is not intended to constitute a public forum; rather, it is intended to be an expressive activity of Frisco as a governmental entity and the City Council. Art selected for participation in the Frisco Public Art Programs shall reflect the shared values and views of the City Council.

By submitting artwork for consideration as part of the Program, you agree that the Program and display of selected artwork constitute government speech and that the City has final authority over all aspects of the manner and location of display of selected artwork.
